Achieving the success of the electronic signature plan of doctors with the support of the private sector

At noon on Saturday 12th of September, the unveiling ceremony of the electronic prescription digital signature system was held by the Medical System Organization. At the beginning of the ceremony, the head of the medical system organization pointed out that in the budget law of 1400 and 1401, digital signatures for electronic prescriptions and the authenticity and identification of doctors were placed on the medical system organization and said: “In the form of issuing smart cards and electronic signatures, about We issued 60,000 smart cards and 12,000 were placed in the queue. “With the efforts and follow-ups, today we are witnessing the unveiling of the mobile version of the electronic version digital signature system.”

The electronic prescription digital signature system was implemented by the medical system in cooperation with Doctornext and Iran Sign. The use of electronic signature is the most widely used, safest and most logical solution for signing electronic prescriptions by the doctor so that the prescription has legal and financial validity.

Dr. Abdul Karim Mubashar Jannett, director of the Statistics and Information Technology Center of the Medical System Organization, by stating that in the budget law of 1400, authentication, authentication and electronic signature services of doctors were entrusted to the Medical System Organization, he pointed out that the Medical System Organization took Refinement of data of organization members and design of inquiry services based on identity and authenticity, design of necessary systems and provision of necessary services on the basis of data were done.

The most common and widely used solution in the world is putting a digital signature (digital signature certificate) on doctors’ smart cards. But this method was not possible due to the need for additional hardware and high cost. Another solution was digital signature certificates issued on hardware USB tokens. But implementing signature systems that can be integrated using card reader and USB Token in all these ecosystems also had several technical problems. It should be noted that the digital signature is implemented based on the confidentiality of data, and with the finalization of the SLA agreement between the Ministry of Health and other organizations, the discussion of coding and authentication of drug authenticity and other issues will be completed.

Implementation of digital signature on mobile phone platform

Considering the possibilities provided by iOS and Android operating systems, the use of smartphones was proposed as a new solution for the implementation of digital signatures for doctors. Based on global experience, it was also possible to maintain and receive a digital signature certificate and create a secure environment on a mobile phone. Several problems were solved with this solution. First, the architecture went towards sign as a service so that the signature and its services can be provided to the systems in the form of a service. In this way, the doctor who writes prescriptions in the prescription system (basic and private sector insurances) can sign the prescriptions using this application on his phone. For signature, it is enough for the doctor to use the highest security solutions of his phone and register his signature with one of the methods of fingerprint, image and face verification, pin code or pattern. With this method, electronic version registration systems can easily implement this service in 30-40 hours without needing any changes and cost.

Doctornext as a pilot platform for the electronic signature of medical prescriptions

The design of the application was carried out with the support of Danesh-Banyan Iran Sain and was implemented in a short period of time in the form of a mobile application.

The director of the Statistics and Information Technology Center of the Medical System Organization said about the trial phase of the application implementation and DoctorNext’s role in the finalization of this project: “In order to be able to test this application in a real environment, we had several options. First, going to the basic insurers, another option was to use a simulated environment, and the last option was to work with a private company that has developed digital prescribing systems. According to the investigations we did and the statistics and information that were available to us at that time, we found that the Doctornext system has the largest number of electronic prescriptions among the private systems used in the country. In the supplementary investigations we had of the human force and their collection, we came to the conclusion that there is a possibility of cooperation between the parties. Due to the reception and positive approach of this collection in cooperation with the organization, it was chosen as our first candidate to implement and test this digital signature. Considering the events that happened later, we are satisfied with this cooperation, because we were working in a tight time frame and we needed the system that implements this plan to be able to keep up with us regardless of holidays or non-office hours and any Be with us when it is necessary, so that we can implement this issue as quickly as possible. During the past month, with our cooperation, the issue of signing the electronic version was successfully implemented and tested in the Doctornext system.”

It should be noted that Dr. Next, as the leading system in the private sector in registering electronic prescriptions and filing medical records for patients, registers 100 to 150 thousand digital prescriptions daily.

The solution used in the digital signature of doctors and if implemented successfully by the end of this year, will be the biggest digital signature project in the country. For the first time in the country, a digital signature certificate will be issued to a person, and this person can sign documents, copies, and other items within a year.

Implementation of the first phase of digital signature of doctors

In the first phase of implementation, the doctor registers his digital prescriptions during the day, Doctornext sends all the prescriptions to the medical system, and the doctor can sign and approve all his prescriptions electronically at the end of the working day. At this stage, the electronic signature of the doctor has a legal burden. In the next stages and the full implementation of this plan on other systems providing the electronic version, the financial burden will also be added to it.

It is worth mentioning that the presence of two knowledge-based companies as partners in the implementation of this project in the year of support for knowledge-based companies is commendable and can be the beginning of cooperation and the advancement of other joint works by government organizations and private systems with a reliable structure and function.
